That's a function of the State, not the church. For example, in New Hampshire you can get legally married at the age of 13.

Over 90% of the state leadership is LDS. LDS influence pretty much makes laws in Utah.
Puget, Your criticisms of Reaganaut and the great state of New Hampshire are simple off base. New Hampshire residents under the age of 18 can only be married with parental consent AND a court order (see section 457:6). Like many of New Hampshire's laws, this one dates back to the colonial era. This a far cry from Utah's legal permissiveness toward minor children being traded off into marriages with only a parent's approval. By the way, Utah's marriage age law was amended as recently in 1999 so this is no historical accident. They must still like to get their wives while they are still young and impressionable.
(Oh, that's why polygamy suddenly dropped 90% in 1890 when the Lds "prophet" suddenly made some announcement that year...because he was just a state's puppet???)
