Timothy isn’t an apostle.
And they were over ruled.
Jesus appointed Paul. Paul didn't interact with the other Apostles for 3 years and then only met with a few of them for 2 weeks. It's especially interesting that Paul was specifically called by Jesus to preach The Gospel to the Gentiles and had to correct the other Apostles that the requirements of the law and tradition had been done away with. It seems this area of contention has never ended.
