Similarly, if the girl weighs less than a duck, she can't float and therefore is made of flammable wood, proving she's a witch.

There is no premise so that sentence is not circular logic. That sentence is nonsense.

Circular logic is more along the lines of this statement:

The Church is infallible because the Scripture says so, and the proof of the Scripture being correct is that the Church is the final interpreter thereof.
