No, they aren't trying to start a black hole.
You're thinking of the Large Hadron Collider. That massive technology is being used right now for six different experiments -- each of them, in one form or another, looking at particle collisions from different perspectives and with different technologies.
One of the more exciting of these experiments is the Compact Muon Solenoid (CMS) experiment. This experiment is looking for evidence of the Higgs Boson, the particicle resulting from the Higgs mechanism which provides an explanation for the masses of elementary particles. Sometimes it's called the "God particle" which would help to explain the imbalance of matter and antimatter observed in the universe.
The collisions do create antimatter but will not result in a black hole.
