Well, one of the symptoms seems to be the inability to distinguish between diplomatic courtesy and homage. A graver and more serious sign is the persistence or persistent inability to understand an explanation that does not comport with one's prejudices.
It is frankly manifest when the same misconceptions are repeated over and over again and each time with the same eager naivete.

Oh yeah: Another symptom is thinking that because the rule permit gross rudeness it is morally okay to seek to give offense.
