I believe this and the question of "Mary giving consent" goes to the foreknowledge of God.

Rom. 8:29 For whom he did foreknow, he also did predestinate to be conformed to the image of his Son, that he might be the firstborn among many brethren.

Yes. And God wasn't nervously chewing his fingernails wondering whether He would be granted permission by Mary when He sent his angel with the message "You will conceive...".

Mary was a confused, frightened young virgin but the explanation by the angel soothed her fears and confusion. She recognized how blessed she was to be chosen by God. She put her full faith in Him and willingly assumed her role.

Luke 1:
[38] And Mary said, "Behold, I am the handmaid of the Lord; let it be to me according to your word." And the angel departed from her.
