Which he did. And realizing that human beings, being prone to chaos (see wikipedia...protestant), needed a structured organization with authority to protect His people from error (lest they end up with countless divisions leading them away from Truth). Therefore He established His One Holy Catholic and Apostolic Church to shepherd His flock.

Unfortunately, heretics, working against His Divine Plan, rebelled and rejected His One Holy Catholic and Apostolic Church. That rebellion has lead to millions falling away from the Graces only present in His Church and into a constant metamorphosis of heresy. Very sad.

Someday those who separate themselves from the sacramental Church will come home. We can only pray that it is sooner rather than later.
