Let's be careful, here.
We do not place Papal or Conciliar teaching on the same plane as Scripture.
The Scriptures are inerrant and inspired: they are (as we say at Mass) "The Word of The Lord". They are God's revelation of Himself to the Church.
Formal Church teaching is infallible: they enjoy Divine protection from error.
