As Papertyger commented, they are requirements within the God-given jurisdiction of the Church to regulate the lives of the faithful (Matthew 18). Further, every Catholic discipline I listed has its origin in the scripture, even if, perhaps, you can find ways to interpret the relevant scripture in some permissive way as well.
