Only in the sense that the fear of God is a choice that one makes and then lives for no other reason than that one wants to. Many people have no fear whatsoever of God and suffer in no apparent way for their lives.

I think that is a different issue than whether "fear of God" is a componant of faith in Judaism and Christianity. -You are raising the old question of how the "wicked can prosper while the righteous suffer". I believe that this question is raised by adherents of all three faiths.
