Although some still don’t read the bible for themselves, in the heyday of this the people who could read were in the monasteries, in the universities, and in the government. Besides that, most copies of the bible in Europe were in Latin and were scarce, so the issue didn’t come up until after the invention of moveable type and Luther’s translation.
