They are heresy plain and simple. He should resign his position of bishop or be removed.

They are saving removals for the real dangerous ones, the pastors and bishops who believe Jesus actually died for their sins.

He is free to hold such beliefs, but not while an Anglican Bishop ... he's a hypocrite seeking acceptance and working to proselytize others (to non-faith) from the pulpit. Defrock the deceptive one and remove him from the Church lest he lead many astray.
