The Vatican is not directly involved in the posting of Catholic clergy. That responsibility rests with the successive bishops of the archdiocese, one of whom would have been Mahony, the current cardinal-archbishop of LA and the former bishop of Stockton.

Many of us were hopeful that he might have been handed a stint in the hoosegow for obstruction of justice in this whole affair, but alas, it has not yet come to pass.

You should see the DVD. Ratzinger was briefed on the situation and obviously, his wishes were carried out as far as what transpired, from the 1970's to the present.
