John 3:16 is a summation of what the Lord had just DETAILED to Nicodemas in verses 3-15.

"..Except a man be born of the water and the Spirit, he cannot enter into the kingdom of God.....Ye must be born again. The wind bloweth where it listeth, and thou HEARSET the SOUND thereof, but canst not tell whence it cometh or whither it goeth: so is EVERY ONE that is born of the Spirit." Three places in ACTS (Chapters 2,10, and 19), souls spoke in tongues when filled with the Holy Ghost. Another in Acts 8 showed a sorcerer offering money to the apostles for the power to give people the Holy Ghost, so remarkable was the sight and sound that was obviously present.
