Firstly, the Catholic Church does not maintain an "anti-homosexual doctrine". It simply teaches that sodomy is a sin and that homosexuals are called to chastity, as is everyone outside the married state.
Secondly, the scandal was not caused by the Church turning a "blind eye" but rather by those who rebel against Church teaching. There is a war going on within most Churches right now and the Catholic Church is no exception.
In the Episcopal Church, that war seems pretty much over and the homos have hoisted their pink victory flag. In the Catholic Church, we're still in the thick of it.
