Because immodesty and drunkenness are explicitly "moral issues." But, if I want to wear bell bottoms, while that may make me look silly, it's not immoral to do so. Similarly, if I have a beer or two with colleages after work, I've done nothing wrong. God made wine to gladden the heart of man (Ps. 104:15), and to the pure all things are pure (Tit. 1:15).
