Where does scripture ever forbid a believer from asking Jesus for anything? There is no humility in bypassing Christ, it just shows Him that for you, there is someone higher on the list than Him at that moment.
I don't think the Church ever ruled on that, but many Christians would find it reasonable to read the prohibition on calling on the Lord in vain in this way, and they would find it reasonable to confer with St. Andrew and not Christ about one's desire for a fishing rod (as was my example above).
