St. Robert, per your quote, does acknowledge that authority comes from God, as even the Savior Himself stated when being interrogated by Pontius Pilate. For the Angelic Doctor, this is just one quote, I would need to see more to believe that he truly means that people have ultimate authority without reference to God.
I have no issue with representative government (I am not one of the rare royalist/monarchists on FR) as it certainly tends towards the Catholic principle of subsidiarity but our Declaration of independence/Constitution are not Christian documents.
They may have a Christian influence but that is all.
I would agree with that. Not too many countries acknowledge our 'Creator' as the source of our rights.

seculorum is actually a more 'modern' latin version of the word saeculum which means generation, lifetime, age, etc.
Seculorum or saeculorum is the plural genitive form thus correctly translated as 'of the Ages or times'

I found it to be very sophmoric and full of lies, inuendos, and half truths about the Catholic Church. The research for it could have been found in one day on the internet reading the teenagers posts at "Above TopSecret", or any other conspiracy website. And I'm sure it was.
