The suppression of the Latin Mass by virtually all bishops of the time, with the approval of Pope Paul VI who did indeed suppress the Latin Mass. If you say that "as of X date all are to implement the new rite of the mass", this therefore means that the old rite is "shut off', suppressed, or whatever term you wanna use.

Paul VI approved the removal of the old mass. There is just no way around that!
