From the sound of that letter apparently in some dioceses -

the ONLY way to get an indult Mass is to have the SSPX build a chapel in the diocese.

Whatever the frustrations arising from the misbehavior of AmChurch bishops, exaggeration does not serve legitimate purposes. I have lived in the Archdiocese of Hartford and the Diocese of Rockford. Both have the Tridentine Mass. Rockford has Tridentine everything at St. Mary's Oratory.

Neither Hartford's archdiocese nor Rockford's diocese has ever suffered within its borders the existence of an SSPX chapel to the best of my knowledge. There did exist within the geographical boundaries of the Hartford archdiocese an "independent" chapel at New Haven (St. Clare's Priory) which had extremely occasional Masses (three or four times a year) said by Fr. Paul Wickens (recently deceased) of Newark, New Jersey. To say the least, that was not the reason for the late Archbishop John F. Whealon's early enthusiasm for the establishment of Tridentine Masses at New Haven (Sacred Heart Church) and Hartford (Our Lady of Sorrows Church).
