Prophetic Inspiration doesn't mean God didn't speak to the prophets, it means that he spoke to them via inspiration as opposed to via manifestation. The reason Moses presents something fairly tricky is that the passage does hint at something approaching a manifestation.
Inspiration does require the prophet to discern that it is God speaking to him, and to discern what the message is, as opposed to revelation wherein people witness God directly through a manifestation. You get some suggestion of the way inspiration works from Paul, who will say such things as "I have not received a word concerning this..." Also consider Samuel (who could not discern the word of God from his Father calling him), Elijah (who heard it as a whisper), David (who spake prophecies as songs coming from his own lips, not understanding their full prophetic meaning), Ezekiel (who experienced dreams), and Abraham (who spoke with angels). Most of the time, though we don't know how they experienced inspiration. Was it simply a firm mental conviction borne from contemplative prayer, tested through their righteousness and confirmed through the historic experiences of Israel?
