God is outside of time, because time is part of creation. This means that time is measured according to creation, not according to 2 Peter 3:8, which refers to timeless God and his patience.

This is what God gave us to judge the passage of time: And God said, "Let there be lights in the expanse of the heavens to separate the day from the night. And let them be for signs and for seasons, and for days and years, and let them be lights in the expanse of the heavens to give light upon the earth." And it was so. (Genesis 1:14)
