Probably that Republicans shouldn't be allowed to breathe.
Well, every time a Republican exhales, he pollutes the air with CO2 and water vapor, both of which are the major green house gases. Inhaling reduces the amount of Oxygen, which women and minorities need to live. Therefore, breathing by Republicans should be illegal. (/sarcasm)

Yeah, that's been something that has confused me more than a few times. We had a few people come in wanting to know what chads they were supposed to poke out on their absentee ballot - they knew where the card was, but couldn't find the ballot list.
More than a few times I felt like throttling some of these people.
