If the owner doesn't want tenants that sell animal products, etc. that's his right, as long as it's in the lease and isn't something he came up with later. But I'll bet that allowing insects to overrun the place is a building or health code violation.

I agree with you, especially if the landlord would not allow tenants to take measures if vermin infested the place. Who would want to shop in a place like that?

The article doesn't mention whether shops are allowed to sell VEGETABLE products like CANDY, which we all know ants LOVE. Are business owners and their employees barred from eating?
