I think you're right. That was considered the most threatened and tenuous speech at the time.

And all it meant is that you can't toss some bloke in the pokey for griping about the local commissar. It never meant that the government couldn't take measures to help neighbors who wanted to sleep not to hear his loud and annoying invective.

Political speech receives the greatest protection under the "interpretation" that the Supreme Court now gives the amendment. However commercial speech also receives protection. The basis of the decision here, from what I understand, is that the bill exempts charities and long distance telephone companies.
