An atheist civil engineer would say that the cross is actually a steel column near one of its splices, connected to two broken steel beams, which appear to be welded, since there are not connecting plates visible.
To me, it's a cross.

Thanks for the pic, IMHO very eloquent, even for non-Christians ... as the cross is a symbol of sacrifice, it is a fitting tribute indeed for those firefighters and policemen who gave "the full measure of devotion" for the sake of others.
The militant atheists need to put a sock in it.
