I think the perpetrator has made several necklaces and intends to use them.

A stupid bank robber fakes a gun and is caught the first time. A marginally adept bank robber has a real gun, and gets caught the third time.

A really smart bank robber designs a complex piece of hardware, software, and a complex scheme to make someone else take the risk. They try it many many times, paying back their extraordinary investment in the effort.

We have not heard the last of this creep. I expect at least one per month for several months. He has too much invested to stop after one try.
