Something (no one knows what) caused an unbalance on the grid. If the safety drop out systems had not worked as they did there would have been massive generator destruction all over. It would take weeks or months to repair.

I'm wondering what could have caused the "big draw to the North" if that rumor is true. Canada is a much looser environment for Al-Queda to operate in, and Chretien is pretty quick to point elsewhere.
