Lots of people said it's absolutely, positively not terrorism. Here is one example:

Some people just have a lot more information than you do. The FBI is probably one of them. Along with the hundreds, if not thousands of electric utility employees who know what happened. If this is a cover-up or conspiracy, it's going to have to be a doozy.
