He was elected by liberals/independents who voted for him and by conservatives/independents who turned against Bush 41 and didn't vote for Bush or didn't vote at all or voted for Perot or another Third Party candidate. The Clintons were elected by a coalition of liberals and disgruntled conservatives and some independents, and they all try to blame it on Bush.
