But that's not the Due Process Clause. The Due Process Clause consists of the second phrase only: nor shall any state deprive any person of life, liberty, or property, without due process of law.

Phrases 1 and 3 are known respectively as the Privileges or Immunities Clause and the Equal Protection Clause.
