You are operating under a serious misconception. Under California law, Davis has already waited too long to resign and stop the process. By today -- because of the number of signatures officially filed (see other reports on FR) -- if Davis resigns, the Lt.-Gov. takes over as Acting Governor.
However, also per the law, the Lt.-Gov. stays in only until the recall election. Then, whoever wins that winner-take-all election becomes Governor. I am predicting now that if Arnold runs, Arnold wins. In a short election with many candidates, the one with highest name recognition is likely to win. I predict that Arnold will win with 24% of the total vote.

Read the California election law. It is NOW too late for Davis to derail the recall election by resigning in favor of Lt.-Gov. Bustamonte. The recall election is GOING TO TAKE PLACE. The only question is, who will win that replacement election.

My county clerk has just advised us that she has been notified by the CA Secretary of State's Office that the recall effort against Gov. Gray Davis, has qualified for the ballot. After signatures are verified statewide, the Secretary of State's Office will call an election, with possible election dates of November 2003 or March 2004 being considered.

He was also a Congressman, not a Senator.
