The same number that warn the government not to confuse the action in Iraq with the war on terror. In other words, all of them.

I can't put a precise number on it, but how about a percentage, of, oh, lets say 100%?

Drilling in ANWR will help us but our allies would still be on the hook. Last I heard Japan ( just for one example )gets 90% of their oil from Saudi. Several other nations also have a major need for their oil. We would still have to protect our allies interests over there.
