Wouldn't make a difference. Dealers now face an imminent threat of death---the harshest possible punishment---from competitors or twitchy customers, yet they continue dealing, and when one dies or is arrested another springs up to take his place.

They are all scum! That would mean putting a lot of doctors in jail as well. Believe me, I have first hand experience with the problem.
