This is very true and very pertinent to today and this situation. These "people", the homicide bombers, are reduced mentally to the level of, dare I say it, "animals". WWI was started by an assassin from an Islamic organization know as the "Black Hand". Gabriel Princeps was as high as a kite when he shot Arch Duke Ferdinand and loosed the dogs of war.

I don't think the solution is the murder of a bombers family, but neither do I believe that the rational approach to the irrational is the rational solution.
