Jerky scene across the river: groups of dismunteed (dark clothes, no packs, some civie clothes - running from camera left to camera right.
No weapons visible on any of the runners. No helmets either. They're running, but not as if they are under fire right now. Too slow, not hunched over nor ducking behind cover.
Big "palace" or governemnt building 1/2 past ther iver.
