The stream contamination could be from an underground source rather than direct contamination and they can probably tell from the concentration. It could be damaged underground containers which is one of the problems of burying these chemicals.

Maybe this is Beret Boy's surprise..
Obviously our leaders are on top of regular water testing.
This is my fear here in the states.- or to other areas, I realize this thread is Canada, Europe, Australia.. .. so easy to do in comparison to other things
and
such a "good" way for the bad guys to cause real havoc.
