Seems to me that if we have secured the massive airport and grounds, then it would be a good place to take in the refugees for the short term(24-48 hours or so). Set up latrines and food and water distribution, protect the perimeter, and get embeds to broadcast ASAP. From then on any deaths from incoming fire would clearly be evident of coming from the regime, not us.

That's another good possibility. Big buildings; security systems are in place to physically screen and separate innocents from "bad guys," etc. If it's much of a story, we'll know after the action is done.
