There has been speculation before that Saddam/regime would force out refugees from the city to slow the military advance. If the action is simply putting them "out" and in the way, it will have that effect. It'll sadden and anger me if the plan is to herd a bunch of civvies (thousands in one place), then kill 'em for PR purposes.
