Guess I'm still wondering if they are trying to get the civs to just pretend cooperation or if they are genuinly trying to get them to help us. Maybe we aren't sure.

If it's being issued by the leaders of the southern tribe and I believe it is, the people will listen. Don't forget that they were quiet as we went along because they just didn't know what was happening. This will bring them out and in a good way. These people were brutalized by Saddam after the Gulf War and want our protection.
