For critics of drug eradication, the shift of cultivation to other countries is the inevitable "balloon effect," in which a reduction in one place encourages production elsewhere. Small coca plots have also been discovered in Ecuador. And billions of our tax dollars are spend to squeeze the balloon.

I don't know why the WashTimes minces words on Chavez's direct involvement.
Consider Chavez has received the announced support of Evo Morales, of Bolivia, a leftist leader of the cocaine leaf growers who just lost out in the recent presidential elections in that country
while ignoring the problem on the border to Colombia enabling it to fester, etc.
Leftists and drugs are natural companions. I'd would not be surprised if more direct statements as to Chavez's intentions regarding drug proliferation.
