Our President is very patient and he seems to prefer sitting back and waiting for the idiots to cook their own goose. I hope that's what he's doing in this case.

Many of those "wimpy bureaucrats" you are proposing to "slap around" have been in the State Department for many, many years. They've been through numerous changes in Sec.State, and are very entrenched. Your proposed disciplinary measures would be far tougher to enact than you probably imagine.
