How is Iraq able to carry out these payments while under seige? Is there a bank still operating normally in Iraq, or is there a foreign bank conducting the transfer?

This does give me an idea: Since these cowards are fighting like criminals rather than soldiers in uniform, offer rewards to those who turn them in. The higher the rank the bigger the reward. That money in turn could help build the economy when the war ends. ( Make them bonds that can only be cashed at wars end as an extra incentive to end this quickly)
