Some people have theorized that it may have been an antiship missile which came in low.

Brent Baird at the Pentagon on Fox. Cannot confirm that it was a missile that came from Iraq into Kuwait. This has long been a concern...12 missiles fired from Iraq into Kuwait. Central Comman shoed surface to air missiles taken out in Nasareiya.

Adam Housely in Kuwait...news conference...Kuwaitis said missile is a (unclear). Lots of pieces of the missile scattered around the waterfront.

This could be telling. Maybe they have been lobbing those other missiles in to see if they can get one into Kuwait City before they send over a SCUD with something on it.
