So does each country have to contribute?

Each country is assessed a certain amount according to
1) need [of the program]
2) GDP of the country

the distribution of the amounts to pay is decided "democratically" (see two wolves and a lamp discussing whats for dinner!).

So, in light of the above, who do you think pays the lions share of the assessments to the various UN Programs?

UPI reports:

Australian Prime Minister John Howard criticized U.N. Secretary-General Kofi Annan for calling on all sides involved in the Iraq conflict to protect civilians.

"Please examine the relative behavior of the British and the Americans and the Iraqis," he told Parliament. "Any suggestion of moral equivalence between the coalition and the Iraqis on this occasion, I totally reject."

Dog, you can't be surprised by the Iraqis forcing children to fight. Their Palie buddies send out kids to throw rocks at Israeli tanks while Palie snipers lurk to either side--and look at the ages of the homicide bombers.
