so basically we're paying China to screw us in the UN, and paying Russia to sell jammers, etc, to Iraq.

I hope president Bush forgets to mail off the check this month.

Intresting point, if congress allocates the money, what happens if the Executive Branch just doesn't spend it? Are they COMPELLED to sign the checks? Can all manner of delays just "happen".

I remember seeing a press conference yesterday where someone from DOD said no SCUDs have been launched against Kuwait. I don't remember who was giving the conference.
