The new theme is the trans-Atlantic relationship. Each leader seems to be hitting on this. The in person meeting seems to be an effort to put a face on the leadership that is separating from the Security Council.

The only problem with the "Atlantic Community" is that it leaves out Poland and some other Eastern European countries that have supported us.

He seemed to indicate that resolutions may come after the war starts, giving the UNSC a chance to get in on the action.
When Bush said March 17th, it looks like he meant 17th, when he used that line about tomorrow being the day the world will have to decide.

Spain PM....we did not come to make decl of war ...we were coming after having made every possible effort, to keep greates possible agreement...for UN resolutions to be respected...this is the LAST opportunity for 1441 which was adopted by UN Secu council unanimously....making the last effort of the very last effort we have been making...we are well aware of the int'l opinon, and well aware of our responsibilities and obligations...if Saddam wants to avoid the consequences.....nothing in our statements or documents can prevent him from doing so....it is his responsibility

This seems to be the emerging theme - "The Nations of the Atlantic" - The 4 nations present at the conference which stand apart from the rest of Europe. Except you forgot about Italy and the Vilnius group in Eastern Europe and a bunch of other countries.
