No, he's clearing the decks for Iraq. He's throwing a bone to the Egyptians, the Jordanians, and the Saudis, who wanted this in return for their support.
He has made a public declaration indicating that the U.S. will back an ME peace process. This was a quid pro quo to the Saudis and the other "moderate" (now there's a laugh) states that there would be American involvement after Iraq. This is yet another diplomatic "i" dotted and "t" crossed.
Time to drop the puck, folks.

I heard something about a palesitian prime minister. He used the word peace alot, and now he's done speaking.
A 5 minute speech?
I guess that was just a mic check for his big announcement on Monday.
