You have to read it carefully - Sex Abuse - Sexual Activity - Sexual Conduct - are all different charges... not to mention what is considered unnatural sex acts.

I guess young people today have to consider lots of things: what State they're in, how old each is, delta age difference, sex of each, etc. Life used to be simpler.

PROVO - The Utah State Legislature unknowingly created a legal weapon to use on polygamists when it tightened up laws on statutory rape earlier this year. Chief Deputy Attorney General Reed Richards said laws barring sexual activity between children and adults provide an easier way to prosecute some polygamists.

"It's been a common fact that they (polygamists) marry kids at 16 because at 15, it was statutory rape," Richards said Thursday during a workshop at the Provo Courtyard by Marriott. The Attorney General's Office convened the workshop to brief elected and law enforcement officials on the laws the Utah State Legislature passed earlier this year and detail what may be in the works for the next session.

Richards said the Legislature enacted laws tightening the penalties for having sex with minors. He saidprevious state laws didn't strongly prosecute adults who had sexual relations with minors older than 14.

One new law makes it a third-degree felony for someone to have sexual contact with children ages 14-15 if they are at least four years older than the victim, while fondling would be a Class-A misdemeanor for someone at least seven years older than the victim.

The second law makes it a crime to engage in sexual conduct with a 16- or 17-year-old if the person is at least 10 years older than the victim.

"We're not looking at dating partners, kids in high school or college. We're looking at someone who is a sizable amount older. These are acts where the child is consenting, but the partner is older," Richards said.

The new laws provide a better tool for dealing with polygamy, especially when older men take teen-age girls as their plural wives. Richards said it's easier to charge the men under the unlawful sexual activity statutes than the bigamy rule because of the difficulties in defining the crime.

Richards said the bigamy law restricts "cohabitation," and doesn't address sex. Also, it doesn't apply if the person believes he or she can legally marry the person.

Sybil Lallas, a Lynndyl (Millard County) City Councilwoman, said many polygamous marriages are about the same as a married man having a mistress, but she said the state should aggressively prosecute child abuse and incest cases that pop up in polygamous relationships.

Other new laws enacted this year require cigarettes to be sold in face-to-face situations only, restrict the sales of large quantities of the drugs that can be used to make methamphetamine and make it a crime to commit domestic violence in the presence of a child.

The Attorney General's Office will work with the Legislature next year on laws to allow protective orders against stalkers. Richards said people now can only get protective orders against abusers who live with them.

But participants warned that protective orders need to be clearly classified as either civil or criminal. Orem City Attorney Paul B. Johnson said police officers are being called out to enforce civil court orders, an area where they have no authority.

"The attorneys are putting a paragraph at the bottom saying the order will be enforced by the Orem Police Department. Then you have the victim who thinks a civil order is enforceable by the police," Johnson said.

Utah County Sheriff David Bateman said another problem is conflicting court orders. He said his offices have responded to calls in which someone had a restraining order blocking their spouse from coming to the house, but the spouse had a court order granting them visitation with their children. Richards said his office would discuss that matter with lawmakers.

Yes... I am only 37 and the laws have changed greatly in all states since I was young. I grew up in Missouri and now live in Illinois.

This long-haired self proclaimed prophet (Emmanuel) is a freak, child molester and deserves worse than the law will probably hand out.

But will receive his just reward at a later time.

The sources said Mitchell, who left the Church of Jesus Christ of Latter-day Saints in the late 1990s, was “strongly” extremist in his religious views and had been preaching to officers during his interrogation. Law enforcement sources said he appeared to know a good deal about the law.

The sources said Mitchell was articulate and smart and did not believe he had done anything wrong. He saw himself as a “prophet” who was paid by God, they said.

A Deseret News staff member encountered Mitchell last summer trying to tear down a “Kidnapped!” poster of Elizabeth that was on display in the paper’s first-floor windows, the newspaper said. When the staffer told him to stop, Mitchell told her that “they found the guy,” but he disappeared before she could return with colleagues to interview him.

Brainwashing is a lot like getting knocked unconscious with one punch the way it happens in the movies. That is, not nearly as easy as you have been led (brainwashed?) to believe.

Since I've been knocked unconscious with one kick, is it okay for me to believe it? BTW, no matter what you've heard, getting knocked out doesn't hurt a bit. That waking up, though, is a sumb!tch.

Young people, particularly sheltered young teens, can be relatively easy to control. Check out the Marine basic training, etc.

I can take young people and completely change their mental makeup. It's okay, that's what they pay me to do. Eliminate outside influences, break them down as individuals, build them back up in the image you want. The first thing to do is demonstrate complete control over them. Kidnappers, etc, can use sensory deprivation, which can be as simple as locking a tied up individual in a closet for a day, and then combine it with some other simple techniques to get complete compliance.

If I recall correctly, Patricia Hearst was locked in a closet with no one speaking to her for several days. She was tied up and blindfolded. She urinated and defecated on herself, and was kept blindfolded while being fed, usually food designed to make her go to the bathroom quickly. The controllers never spoke to her. Simple techniques, like tying hands behind the back and feeding the individual in a dog dish can quickly break down barriers. The point is to destroy the lines that the individual has determined they will never cross. Probably the most effective brainwashing technique is sensory deprivation. In addition, psychogenic drugs can be used to increase compliance. The point is to break the individual to the point where they feel there is nothing left to defend. At that point, they become totally malleable.

The point with Patricia Hearst, and probably Ms. Smart, is that they had never been put through fire. While they were restricted, they were also protected. They'd never been hungry, never felt real pain, never been exposed and humiliated.

If you take a young individual who has a basic respect for authority, put them through sensory deprivation, humiliation, and then careful positive reinforcement of the paradigm you want them to adopt, you can completely control their thought process.

The kidnapper would have also had the advantage of having already taken her out of an area she thought was totally safe. If he can pull her out of her bedroom, where would she be safe? BTW, when I was in Haiti, I learned a little about the process of creating a "zombie". The witch doctors would first subject the individual to psychotropic drugs. Don't underestimate the power of these drugs. They would then bury them for periods from 24 to 48 hours with nothing but a breathing tube. Then they would dig them up, and tell them that if they didn't do what they were told, the witch doctor would bury them again, and leave them to die.

If you haven't been exposed to someone good using brainwashing techniques, don't underestimate them.

I'll bet a dime the "marriage ceremony" was performed by himself. (No license, no minister, etc.) I read that the "marriage ceremony" took place immediately after he kidnapped her. In his sick mind, it legalized the rapes he intended to commit. I heard a psychologist on the radio this morning speculate that the woman accomplice went alone with it in order to get some sexual relief (from him) for herself. Notice how often sexual deviants use religion to justify their lusts? Muslims = 72 virgins, Manson, Jim Jones, Koresh = harems, this jerk, etc.
