The UN isn't setting our foreign policy, Bush is. He is just inviting the UN to join along, and they are stupid enough to decline.
The train has already left the station. It takes a while to accelerate, and at the moment is still moving slowly enough for the UN, France, Germany, etc. to jump on. But we are not waiting for them. The train will reach full speed soon, on our schedule, no-one elses.
